Egypt’s NTRA Escalates Action Against Mobile Operators Over Unauthorised Line Registrations
The National Telecommunications Regulatory Authority (NTRA) has taken decisive action, referring Egypt’s four major mobile network operators to the Public Prosecution. This move stems from widespread allegations of registering mobile lines using citizens’ personal data without their consent or knowledge, a significant breach of regulatory protocols. The regulator’s announcement signals a robust stance against data misuse and procedural violations within the telecommunications sector.
This escalation follows an intensive examination and inspection of user complaints lodged over the preceding two days. The NTRA confirmed that this process yielded substantial evidence and documentation, compiled in ongoing collaboration with the Public Prosecution concerning these legal and regulatory transgressions. In response to the findings, the NTRA convened meetings with the implicated mobile operators, subsequently implementing a stringent package of urgent regulatory measures designed to fortify the mobile line registration system, ensure the verification of actual line possessors, and prevent future occurrences of such unauthorised registrations.
Key among these immediate measures is the suspension of the sale or activation of any new mobile lines through the operators’ systems, affecting both private sector entities and government institutions. Furthermore, the NTRA has mandated that all mobile operators dispatch text messages to every existing line registered on their networks. These notifications will inform current possessors of the imperative to visit company branches to sign new contracts under their actual names. The regulator has stipulated that failure to complete these contracting procedures within a defined deadline will lead to the permanent cancellation of the affected lines.
In a bid to enhance security and user control, the NTRA has also directed the companies to expedite the integration of biometric verification mechanisms for line possessors via their electronic applications. This technological enhancement is intended to provide a more secure method for user identity verification and empower citizens to identify and take action regarding any lines registered in their name but not in their possession.
The NTRA has unequivocally stated its zero-tolerance policy towards any violation of the established regulatory rules and controls governing the sale, registration, and activation of mobile lines. The authority issued a stern warning that non-compliance by any operator will result in severe legal and administrative repercussions, potentially including the suspension of new line sales and activations for the offending company, and further referrals to the Public Prosecution. These stringent actions underscore the NTRA’s commitment to protecting the rights of telecommunications users, safeguarding their personal data, and combating practices that contravene approved operational procedures.
