The Portfolio Committee on Trade, Industry and Competition has formally welcomed the pivotal agreement that will see Tongaat Hulett emerge from business rescue. This landmark deal, brokered between the Industrial Development Corporation (IDC), the business rescue practitioners of Tongaat Hulett, and the Vision Group, is set to preserve the company’s operations and safeguard a significant portion of South Africa’s sugar value chain.

This development is a critical intervention, estimated to protect approximately 250,000 jobs directly and indirectly linked to the sugar industry. It offers a much-needed lifeline to thousands of workers, sugarcane growers, suppliers, and the numerous rural communities whose economic well-being is intrinsically tied to the sustainability of this strategic sector. The committee had previously, on June 2, 2026, urged a collaborative effort between government and the private sector to secure Tongaat Hulett’s future, protect employment, and preserve an industry vital for rural economic development.

The committee lauded the IDC’s decisive leadership in facilitating this resolution. At a juncture where Tongaat Hulett’s future, and by extension that of the broader sugar industry, hung precariously in the balance, the IDC’s intervention prioritised industrial capacity, economic stability, and job preservation. The Vision Group’s role in forging an agreement that charts a credible course for the stabilisation and rebuilding of one of Southern Africa’s oldest and most significant sugar sector entities was also acknowledged.

While celebrating the successful rescue, the committee underscored the imperative for accountability regarding the circumstances that precipitated Tongaat Hulett’s collapse. It remains the committee’s firm conviction that individuals implicated in fraud, corporate malfeasance, and financial misconduct must be held fully accountable for their actions.

Furthermore, the committee has mandated the IDC and the Vision Group to ensure that broad-based black economic empowerment (BEE) is a foundational element of the transaction’s next phase. This is crucial for fostering inclusion and driving genuine economic transformation. The active participation of sugarcane growers and workers in the future ownership and governance structures of the business is deemed essential. The long-term viability of the sugar industry, the committee stressed, hinges not only on financial stability but also on the meaningful inclusion of those who are the bedrock of the company’s and the industry’s daily success.

Reiterating its prior calls, the committee urged the government to expedite the implementation of the Sugar Value Chain Master Plan. The successes achieved during the Master Plan’s initial phase have demonstrated the efficacy of coordinated action among government, labour, growers, and industry stakeholders. However, persistent challenges necessitate continued government intervention, including robust protection against unfair sugar imports, enhanced support for small-scale growers, certainty in funding mechanisms, and the development of a competitive biofuels industry. Private sector investment, particularly in industry diversification, remains a critical component.
