South Africa’s Home Affairs Digitalises Trusted Employer Scheme to Streamline Investment and Economic Growth
The Department of Home Affairs has officially launched Phase II of its Trusted Employer Scheme (TES), a significant stride in modernising South Africa’s immigration framework. This expansion aims to reduce administrative burdens, attract foreign investment, and bolster economic growth and job creation by streamlining visa processes for qualifying businesses.
Building upon the success of its initial phase, TES Phase II now extends its benefits to companies engaged in strategic infrastructure projects, those establishing regional and global headquarters within South Africa, and eligible entities within the financial sector. This initiative is a cornerstone of the department’s broader digital transformation agenda, featuring a dedicated online application portal that will eventually be integrated with the Electronic Travel Authorisation (ETA) platform.
The TES operates on a risk-based methodology, simplifying visa applications for accredited employers. This allows businesses that meet the stringent criteria to recruit critical skills more rapidly, while simultaneously safeguarding the integrity of the nation’s immigration system. To qualify for TES Phase II, companies must demonstrate substantial investment in South Africa, prioritise the employment of South African citizens or permanent residents, commit to skills development initiatives, and operate within designated priority sectors.
Home Affairs Minister Leon Schreiber highlighted the scheme’s economic enablement role, stating, “The launch of a bigger and better TES is yet another marker that Home Affairs increasingly works as an economic enabler, rather than as a constraint. This directly contributes to the apex priority of the Government of National Unity, which is to grow the economy to create jobs.” He further emphasised the digital transformation aspect, noting that the secure online portal and its integration with the ETA platform are key to the department’s vision of “Home Affairs @ home,” which is committed to fostering investment, job creation, and enhancing South Africa’s global economic competitiveness.
Applications for TES Phase II are subject to independent assessment by an interdepartmental committee, ensuring a transparent and merit-based evaluation process.
