NDPC Pivots to Accountability: Mandating Robust Data Governance for Digital Economy Trust - Nigeria

The Nigeria Data Protection Commission (NDPC) is urging organisations nationwide to transition from mere data protection awareness to comprehensive accountability, asserting that sustained trust in Nigeria’s burgeoning digital economy hinges on stringent adherence to privacy regulations. This strategic shift, articulated by Dr. Vincent Olatunji, the National Commissioner/CEO of the NDPC, underscores the imperative for data controllers and processors to embed accountability as a fundamental business obligation under the Nigeria Data Protection Act (NDP Act), 2023, rather than viewing compliance as a superficial regulatory hurdle.

Speaking at the 15th West Africa Convergence Conference (WACC) in Lagos on June 29, 2026, Dr. Olatunji delivered an Executive Regulatory Insight themed “From Awareness to Accountability: Strengthening Data Protection Compliance in Nigeria’s Digital Economy.” He emphasised that trust serves as the bedrock of any successful digital ecosystem, making effective data governance indispensable for fostering innovation, attracting investment, and driving economic growth. The NDPC chief acknowledged the WACC organisers for their consistent role in facilitating crucial dialogues among policymakers, regulators, and industry leaders shaping Nigeria’s digital trajectory.

The Commission has actively pursued initiatives to bolster privacy awareness and compliance, including the Digital Privacy Awareness Campaign (DPAC), the translation of the NDP Act into Nigeria’s three major indigenous languages, and the issuance of the General Application and Implementation Directive (GAID) to provide practical implementation guidance. Dr. Olatunji announced that the NDPC is now recalibrating its regulatory focus from awareness generation to institutional accountability, mandating that all entities processing personal data must demonstrably prove compliance through robust governance frameworks, effective risk management, and responsible data processing practices. Accountability, he stressed, is now the defining principle of Nigeria’s data protection regime, applicable equally to both data controllers and processors.

Looking ahead, the NDPC’s strategic priorities include intensifying enforcement actions, deepening sector-specific compliance efforts, expanding capacity-building programmes, and heightening awareness regarding both the advantages of compliance and the repercussions of violating the NDP Act. Dr. Olatunji further highlighted the escalating economic significance of Nigeria’s privacy ecosystem, positing that a well-established data protection framework is evolving into a critical competitive advantage, capable of attracting foreign investment, enhancing consumer confidence, and propelling the nation’s digital transformation agenda. In recognition of its contributions to digital governance, the NDPC, under Dr. Olatunji’s leadership, was honoured with the Institutional Recognition Award as one of the 50 Most Influential Figures in Nigeria’s Digital Economy at WACC 2026, presented by Professor Nentawe Yilwatda, the National Chairman of the All Progressives Congress (APC).
