Accra, Ghana – Landlords and property owners across Ghana are now under a strict regulatory mandate to formalise their rental agreements and property records. The Rent Control Department (RCD) has issued a definitive deadline of November 30, 2026, for all landlords to regularise their tenancy and property registrations. This directive, aimed at enhancing transparency, accountability, and tenant protection within the nation’s rental sector, also mandates the immediate issuance of prescribed rent cards to tenants.

Effective August 17, 2026, landlords are required to begin issuing these rent cards, a statutory obligation rooted in existing rent laws. The RCD, in a statement signed by Acting Rent Commissioner Frederick Opoku, emphasised that this is not a new policy but a long-standing legal requirement. Specifically, Section 20(1) of the Rent Act, 1963 (Act 220), stipulates that landlords of premises rented on a monthly or shorter basis must provide tenants with rent cards within seven days of the tenancy’s commencement. These cards must clearly detail the names and addresses of both landlord and tenant, along with the agreed rent amount.

Further reinforcing these obligations, the Rent Control Law, 1986 (PNDCL 138), requires landlords of residential accommodation covered by the law to issue rent cards and furnish the Department with tenant and rent payment details. From August 17, landlords seeking services from the RCD will be required to present evidence of compliance with the rent-card issuance requirement. Non-compliance could lead to the deferral or rejection of applications for administrative services.

The RCD also reiterated the mandatory registration of all lease or tenancy agreements. Under Section 4 of PNDCL 138, landlords must register every such agreement with the Department within 14 days of its execution. Failure to comply with this registration requirement by the November 30 deadline carries similar consequences, with potential deferral or rejection of administrative service applications.

Crucially, the RCD has clarified that student accommodation providers, such as hostel operators, are not exempt from these regulations. Beginning with the 2026/2027 academic year, hostel operators whose arrangements fall under applicable rent laws must issue prescribed rent cards to student tenants and adhere to all relevant registration requirements. This includes maintaining comprehensive records of student tenants, occupied accommodation, rent payable, and tenancy periods. The Department plans to collaborate with tertiary institutions, student representative bodies, hostel associations, and local authorities to ensure effective implementation. This regulatory push signals a significant shift towards formalisation and oversight in Ghana’s rental market, impacting legal counsel, compliance officers, and property investors.
