The Egyptian Financial Regulatory Authority (FRA), under the chairmanship of Islam Azzam, has issued a stringent directive requiring all non-bank financing companies and entities to submit monthly activity data via its dedicated electronic platform. This crucial regulatory update, detailed in Circular No. 7 of 2026, mandates that submissions cover the preceding month and must be completed within the first 15 days of each subsequent month.
This initiative is designed to significantly enhance the FRA’s supervisory and regulatory capabilities across the non-bank financial market. By ensuring the consistent availability of comprehensive and high-quality data on financing activities, the Authority aims to conduct more rigorous performance analyses, identify potential risks at an early stage, and address market challenges with greater efficiency. The circular also underscores the importance of thorough data review prior to submission, emphasizing accuracy, completeness, and consistency with actual records to prevent discrepancies.
As an exceptional measure to facilitate compliance and data integrity, the FRA has reopened its electronic platform from Monday, October 12, to Thursday, October 29, 2026. This extended period allows all non-bank financing entities to submit outstanding data and to meticulously review and verify information entered since January 1, 2026. This corrective window is critical for ensuring that all required data is submitted accurately and completely, with any necessary amendments made.
Chairman Islam Azzam highlighted that adherence to these monthly data submission and review requirements is pivotal for achieving full integration between the databases of non-bank financing companies and the FRA’s own system. This integration will enable continuous data updates, leading to the development of more accurate performance indicators for each activity. These indicators will be shared with market participants, empowering companies to accelerate product development and better meet evolving customer needs.
This directive builds upon previous regulatory actions, including Decision No. 2684 of 2026, which mandated consumer finance companies to establish technological infrastructure for linking their databases with the Authority’s. Effective September 24, 2026, that decision requires the provision of specific data points, including customer information post-financing approval, real-time transaction details, classifications of financed goods and services, customer repayment regularity, and companies’ financial soundness indicators. The cumulative effect of these measures is a strengthened regulatory framework for the non-bank financial sector, offering greater transparency and enabling more informed decision-making for all stakeholders, including lawyers, compliance officers, general counsel, investors, and corporate executives.
