The Federal Government of Somalia and the Islamic Development Bank (IsDB) have formalised a significant three-year cooperation agreement, the Country Engagement Framework (CEF) 2026–2028. Signed on June 19, 2026, by Somalia’s Minister of Finance, Mr. Biixi Imaan Cige, and IsDB President, Dr. Muhammad Al Jasser, this framework establishes the strategic direction for investment and partnership between the two entities through 2028.

This pivotal agreement underscores the IsDB’s commitment to bolstering Somalia’s developmental agenda, ensuring alignment with the nation’s National Development Plan and its overarching economic growth objectives. The framework is structured around two core pillars designed to foster sustainable progress and enhance the well-being of the Somali populace.

The first pillar is dedicated to the development of resilient economic infrastructure, with a particular focus on the energy and agricultural sectors. The objective is to stimulate increased productivity, accelerate economic expansion, and contribute to poverty reduction through targeted investments in these critical areas.

Complementing this, the second pillar centres on strengthening human capital development. This involves strategic investments in healthcare services, vocational training, and retraining initiatives. A key aim is to enhance the skills and knowledge base of the Somali workforce, with a specific emphasis on empowering women and youth.

Minister Biixi Imaan Cige highlighted the transformative potential of this accord, stating that it will further solidify the existing robust cooperation between Somalia and the Islamic Development Bank. He anticipates that the framework will unlock new avenues for investment in development projects capable of fundamentally improving the lives of the Somali people. This strategic alignment is expected to provide a clear roadmap for investors, compliance officers, and legal counsel navigating opportunities within Somalia’s evolving economic landscape.
