NUPRC Leverages Drone Tech and Non-Kinetic Strategies to Fortify Nigeria's Oil and Gas Assets - Nigeria

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) is spearheading a significant enhancement of security protocols for the nation’s critical oil and gas infrastructure through the strategic deployment of drone surveillance technology. This initiative is being undertaken in close collaboration with the Federal Ministry of Defence, signalling a multi-faceted approach to addressing persistent security challenges within the sector.

This intensified cooperation was solidified during a recent high-level meeting at NUPRC headquarters in Abuja. Both the NUPRC and the Ministry of Defence have committed to deepening their partnership, integrating advanced technological solutions with non-kinetic interventions specifically tailored for oil-producing communities.

Mrs. Oritsemeyiwa Eyesan, the Commission Chief Executive of NUPRC, highlighted the tangible benefits of the commission’s established collaborations with security agencies. She noted that these partnerships have been instrumental in curbing crude oil theft and safeguarding vital energy assets, thereby contributing to a notable increase in Nigeria’s oil output. “Today, we are benefiting from those efforts. Last month, we recorded production of nearly 1.8 million barrels per day throughout the month,” Eyesan stated, as reported by the commission.

Eyesan further elaborated that sustained investment in the security architecture, the adoption of cutting-edge technology, and the development of human resources have been pivotal in improving production levels. However, she stressed that continuous and enhanced efforts are imperative as Nigeria aims to elevate its production capacity and attract substantial new investments into the upstream sector. The ability to guarantee production growth, she emphasised, is intrinsically linked to the effectiveness with which operators and regulators can manage security threats through robust collaboration with all relevant stakeholders. “As we look to the future, we desire to grow production and must have assurances that security threats can be effectively managed. We can only achieve this through stronger collaboration with security agencies and industry stakeholders,” she affirmed.

A key component of this enhanced security framework, as identified by Eyesan, is the deployment of advanced technologies, including sophisticated drone surveillance systems. These systems are intended to provide comprehensive monitoring of the extensive network of oil and gas facilities across the country, thereby improving real-time detection of security breaches. The commission plans to engage operators across the industry to refine and champion this new security framework, with NUPRC taking a leading role in mobilising stakeholders and establishing durable governance structures to ensure the initiative’s long-term sustainability.

Representing the Minister of Defence, Gen. Christopher Musa (rtd), the Senior Special Assistant to the Minister, Maj. Gen. Arikpo Ekubi, outlined the Ministry’s introduction of a non-kinetic national security intervention model. This model is designed to foster peace and stability within Nigeria’s upstream petroleum sector by addressing the root causes of insecurity in oil-producing communities. A central element of this strategy involves targeted youth engagement programmes, with sports playing a pivotal role. “One of the best ways to engage youths in oil-producing areas is through sports-based interventions,” Maj. Gen. Ekubi stated, adding that the programme will also encompass structured activities for persons with disabilities. This initiative is designed to align with the host community development provisions of the Petroleum Industry Act (PIA), aiming to improve operator-community relations, cultivate peace, and generate alternative avenues for economic empowerment.

This collaborative effort underscores the federal government’s intensified commitment to sustaining recent gains in oil production, effectively combating crude oil theft, and cultivating a more secure and predictable operating environment for investors in Nigeria’s vital upstream oil and gas industry.
