NGX Halts Universal Insurance Trading Post-NAICOM Licence Revocation

NGX Halts Universal Insurance Trading Post-NAICOM Licence Revocation - Nigeria

The Nigerian Exchange Limited (NGX) has suspended trading in the shares of Universal Insurance Plc, a move directly precipitated by the National Insurance Commission (NAICOM)’s revocation of the insurer’s operational licence. This suspension, effective immediately, aligns with NGX’s established rules for trading halts in listed securities and underscores a significant regulatory intervention impacting investors and the broader insurance market.

The primary catalyst for this action is Universal Insurance’s failure to meet the minimum capital requirements mandated for its licence category. NAICOM’s decision, communicated to the company’s board on August 13, 2026, and effective August 14, 2026, was exercised under the statutory powers granted by the Nigerian Insurance Industry Reform Act (NIIRA) 2025. This regulatory scrutiny highlights the critical importance of capital adequacy in ensuring insurance firms possess the financial resilience to underwrite risks and fulfil obligations to policyholders.

Further compounding the situation, NAICOM has appointed Ogbonna Chukwumerije, a partner at Pinheiro LP, as the receiver/provisional liquidator for Universal Insurance. This appointment signifies the commencement of a formal process to take control of the company’s assets and manage its affairs following the licence withdrawal. Mr. Chukwumerije has formally notified policyholders, creditors, debtors, financial institutions, and other stakeholders, assuming responsibility for the insurer’s operations and asset safeguarding. He has directed all financial institutions to recognise only his authorised instructions concerning Universal Insurance’s accounts and financial matters, and has solicited cooperation from all parties holding company assets or information.

For shareholders, the NGX suspension effectively freezes any transactions in Universal Insurance shares on the exchange, limiting liquidity and investment flexibility. This development is a stark reminder of the increasing regulatory focus on financial soundness within Nigeria’s insurance sector, particularly in the wake of the sector-wide recapitalisation drive initiated by NAICOM to bolster the financial capacity and resilience of its operators. Universal Insurance Plc is now subject to the ongoing regulatory and liquidation processes stemming from the licence revocation, with the NGX suspension remaining in force pending further regulatory directives.
