DSS Arraigns Ex-Kaduna Governor El-Rufai Over Alleged Unlawful Interception of NSA’s Phone Calls
The Department of State Services (DSS) on Thursday arraigned the immediate past Governor of Kaduna State, Nasir El-Rufai, before the Federal High Court in Abuja over allegations of unlawful interception of the phone communications of the National Security Adviser (NSA), Nuhu Ribadu.
El-Rufai, who governed Kaduna State from 2015 to 2023 and previously served as Minister of the Federal Capital Territory under former President Olusegun Obasanjo, was docked on a five-count charge marked FHC/ABJ/99/2026.
According to the charge filed by a team of DSS prosecutors led by M. E. Ernest, the former governor allegedly acted alongside individuals currently at large in unlawfully intercepting the NSA’s telephone communications.
The DSS further alleged that El-Rufai, during a February 13 appearance on Arise TV’s Prime Time programme, admitted to having knowledge of the interception and association with those involved, without reporting them to security agencies. The agency argued that this amounted to an offence under Section 27(b) of the Cybercrimes (Prohibition, Prevention, etc.) (Amendment) Act, 2024.
He was also accused of using technical equipment in a manner that compromised national security and public safety, allegedly creating fear and insecurity among Nigerians. This charge was said to contravene Section 131(2) of the Nigerian Communications Act, 2003.
El-Rufai pleaded not guilty to all counts when the charges were read before Justice Joyce Abdulmalik. His legal team, led by Senior Advocate of Nigeria Oluwole Iyamu, has applied for bail pending the determination of the case.
The case has been adjourned till May 18 for continuation of hearing.
