BCEAO Launches Financial Innovation Lab, Invites FinTechs for Controlled Experimentation - Mali

The Central Bank of West African States (BCEAO) has officially announced the launch of its Financial Innovation Laboratory (LIF-BCEAO), marking a significant step towards fostering innovation within the region’s financial sector. This initiative invites authorised financial institutions and FinTech companies to participate in its inaugural cohort, offering a structured environment for controlled experimentation.

The BCEAO is actively seeking applications from entities keen to leverage the LIF-BCEAO’s framework. This programme is designed to provide a regulated sandbox where new financial technologies and services can be tested and refined under the watchful eye of the central bank. The move is expected to accelerate the adoption of cutting-edge solutions while ensuring regulatory compliance and financial stability across the West African Economic and Monetary Union (UEMOA).

Applications are to be submitted exclusively through electronic channels to courrier.zlif@bceao.int. The deadline for submissions is November 30, 2026. Prospective participants are strongly advised to consult the comprehensive candidate guide, which details the requirements for preparing application files, the specific conditions for participation, and the operational procedures for conducting experiments within the LIF-BCEAO. This guide is accessible under the “FinTech in the UEMOA” section, providing essential information for all interested parties.

It is crucial to note that this call for applications specifically excludes projects related to crypto-assets. The BCEAO’s focus for this initial cohort is on other areas of financial innovation. For any further clarification or inquiries, candidates are directed to submit their requests to the aforementioned application email address. This initiative underscores the BCEAO’s commitment to modernising its financial landscape and supporting the growth of innovative financial services that can benefit the UEMOA region. Lawyers, compliance officers, and corporate executives should pay close attention to the opportunities and regulatory considerations presented by this new laboratory.
