The Nigerian Communications Commission (NCC) has launched a comprehensive review of the business rules governing Mobile Virtual Network Operators (MVNOs) within Nigeria’s dynamic telecommunications landscape. This strategic initiative, spearheaded by the NCC’s Executive Vice Chairman, Dr. Aminu Maida, aims to significantly bolster market access and foster intensified competition, ultimately benefiting consumers and driving innovation.

Speaking at a dedicated MVNO Business Rules Stakeholders Forum in Abuja, Dr. Maida, represented by Usman Mamman, Director of Licensing and Authorisation, articulated the Commission’s commitment. “The introduction of the MVNO business rule reflects the Commission’s broader commitment to deepening competition, expanding access, and driving innovation in line with its strategic focus on digital inclusion and a robust telecom ecosystem,” he stated. The revised rules are designed to provide much-needed clarity on licensing procedures, operational responsibilities, and the crucial interdependencies between MVNOs and their host network operators, while simultaneously reinforcing consumer protection and market integrity. The NCC stressed its expectation of full compliance and its continued vigilance in enforcing established guidelines.

The framework for MVNO operations has been meticulously developed by the NCC, as highlighted by Head of Legal and Regulatory Services, Chizua Whyte. She emphasised that the emergence of MVNOs presents a substantial opportunity to stimulate innovation, encourage service differentiation, and broaden consumer choice within the sector. The introduction of MVNOs into the Nigerian telecommunications system is the culmination of a multi-year, consultative process, designed to accommodate a spectrum of business models and varying levels of technical and operational capabilities, thereby democratising participation in the sector.

This framework empowers qualified entities to deliver mobile communication services by utilising the existing infrastructure of established mobile network operators, obviating the necessity for them to acquire dedicated radio spectrum or deploy extensive radio access networks. As of the current date, the NCC has already issued a total of 46 MVNO licences across different tiers of the framework, underscoring the growing interest and potential in this segment.

However, the Association of Mobile Virtual Network Operators (AMNO), represented by its President, Ken Nwabueze, has appealed to the NCC to address critical aspects of revenue sharing and enforcement. Nwabueze urged the Commission to thoroughly examine the efficacy and structure of revenue-sharing models and to embed robust enforcement mechanisms within the revised rules, ensuring a level playing field and operational fairness for all stakeholders.
