Angola’s National Assembly is currently convening its second Extraordinary Plenary Meeting of the 4th Legislative Session, a critical two-day gathering focused on significant legislative advancements. The agenda is heavily weighted towards pivotal reforms in taxation, the financial system, public health, and data protection, signalling a proactive approach to modernising the nation’s legal and economic frameworks.

The session, taking place on Thursday, June 25, and Friday, June 26, will see deputies engage in final overall votes on several high-impact draft laws. These include the Draft Law on the Personal Income Tax Code, which promises to reshape individual taxation, and the Draft Law on the Legal Regime of Collaborative Financing, indicating a move towards formalising new financial models. Furthermore, amendments to the Law on the Prevention and Combating of Money Laundering, Terrorist Financing, and the Proliferation of Weapons of Mass Destruction are slated for review, underscoring Angola’s commitment to international financial crime prevention standards.

Beyond fiscal and anti-money laundering measures, the parliamentarians will also deliberate on the general principles of draft laws amending the Law on the Protection of Personal Data. This review is particularly pertinent for businesses and organisations handling sensitive information, as it signals potential shifts in data governance and compliance requirements. Additionally, proposed changes to the Law on the Financing of Political Parties and the Draft Law on Civil and Criminal Identification are on the docket, reflecting a broad legislative agenda.

The National Assembly’s deliberations extend to a comprehensive analysis of the Balance Sheet Report on the Execution of the General State Budget for the fourth quarter of 2025. This fiscal review provides crucial insights into the nation’s financial performance and budgetary adherence. In parallel, the session includes the review of international legal instruments, with a specific focus on an agreement concerning the conservation and sustainable use of marine biodiversity in areas beyond national jurisdiction, highlighting Angola’s engagement with global environmental governance.
