Nigeria’s Federal Government has entered into a one‑year, $9 million lobbying agreement with DCI Group, a Washington‑based public affairs firm with longstanding Republican ties. The contract, signed on December 17, provides for a monthly retainer of $750,000, with either party entitled to terminate upon 60 days’ written notice.
The arrangement was facilitated by Aster Legal on behalf of National Security Adviser Nuhu Ribadu and duly filed under the United States Foreign Agents Registration Act (FARA).
Under the terms, DCI Group will promote Nigeria’s narrative of protecting Christian communities and advancing religious freedom, reinforce US support for Nigeria’s counter‑terrorism efforts against Boko Haram, ISIS affiliates, and other extremist groups and facilitate structured engagement with US policymakers, Congress, think tanks, faith leaders, business stakeholders, and media platforms.
Nine senior consultants, including Justin Peterson and Doug Davenport, have been assigned to the account.
Critics have described the deal as a high‑profile propaganda initiative aimed at shaping international perception rather than addressing domestic insecurity. The contract comes amid heightened scrutiny of attacks on Christians and broader concerns about Nigeria’s ability to safeguard vulnerable communities.
Nevertheless, government sources confirm that the engagement reflects Nigeria’s strategic objective of strengthening bilateral relations with the United States. The initiative is positioned to communicate Nigeria’s reform agenda and national security priorities under President Tinubu and support coordinated international action against terrorism and transnational crime.
The engagement also prioritises opportunities for expanded trade and investment in energy, infrastructure, agriculture, and technology.
