FG Nominates Judge Taoheed Elias as Nigeria’s Candidate for International Court of Justice, Seeks Global Backing

The Federal Government on Thursday formally unveiled Judge Dr. Taoheed Elias as Nigeria’s official candidate for election to the International Court of Justice (ICJ), appealing for international support to restore West Africa’s representation on the bench of the world’s foremost judicial body.

The presentation ceremony, held in Abuja, was attended by members of the diplomatic corps, senior government officials, and legal stakeholders. The Minister of Foreign Affairs, Ambassador Yusuf Tuggar, led the endorsement of Dr. Elias’ candidacy.

In his remarks, Tuggar underscored the absence of West African judges on the ICJ since 2011, noting that Nigeria itself has not had a presence on the court for over three decades.

He described this long absence as a matter of perspective rather than pride, stressing the importance of equitable geographical representation and the need for West African voices to once again be heard at the ICJ.

Introducing the nominee, Tuggar praised Elias as a distinguished jurist whose career reflects the standards of integrity and competence required under Article 2 of the ICJ Statute.

The minister emphasized that Elias was not merely Nigeria’s candidate but “a candidate for the international community,” embodying the qualities of high moral character, judicial competence, and expertise in international law.

Tuggar further stated that Elias’ candidacy reflects the ideals that unite the diplomatic and legal community — integrity, competence, and a shared commitment to justice.

Addressing the diplomatic corps, the minister explained that the nomination was not about Nigeria alone but about ensuring Africa, and West Africa in particular, retains its rightful place in shaping the global rule of law.

In his response, Judge Elias expressed pride in being presented as Nigeria’s candidate, highlighting his lifelong dedication to the practice and development of international law.

He described the ICJ as the cornerstone of the United Nations’ legal architecture, entrusted with the peaceful resolution of disputes between sovereign states.

Outlining the pillars of his candidacy, Elias pointed to his academic expertise in international law, his deep institutional knowledge of the United Nations, and his extensive judicial experience.

He noted that his more than 20 years of service within the UN system, combined with his teaching and practical experience, uniquely position him for the ICJ role.

Currently serving as a judge ad hoc at the ICJ, Elias recalled how Equatorial Guinea once selected him to represent its interests, a testament to the trust placed in his impartiality and competence.

He acknowledged the responsibility of succeeding Judge Abdulqawi Yusuf of Somalia, a former ICJ president, and stressed that his broader perspective and practical experience would add value to the court.

The ICJ elections are scheduled for November 12, 2025. If successful, Elias would become the fourth Nigerian to serve on the court, following Charles Onyeama, Bola Ajibola, and his father, Taslim Elias. His distinguished career includes roles at the Organisation for the Prohibition of Chemical Weapons, the OPEC Fund, and the Islamic Development Bank, further underscoring his international credentials.
